Premiere's built-in captions (free, unlimited)

Transcribe sequence, Create captions, done. Unlimited minutes, runs offline, decent accuracy. Its limit is the look: one static style per track, no word highlighting, no animation.

Free tiers of caption plugins

Plugins that animate captions usually charge, because word-level transcription and the caption templates are the product. Some offer a trial with a minute cap or a watermark. Read the limit before you build a workflow around it; a watermark on client work is a bad surprise.
